Is the video uploaded when you convert it?

No. Transcoding happens locally in your browser.

Which format should I pick by default?

MP4 works almost everywhere on phones and in chat apps; only choose WebM when the target explicitly asks for it.

Usually Compress Video is enough; you do not have to change the container.
